Closed Captioning for Streaming Media

What Are Closed Captions?

Who Has to Use Closed Captions?
Two classes of websites caption; those required by law and those who caption voluntarily. Let’s start with those legally required to caption.
Section 508 of the Rehabilitation Act
Four laws create the obligation to caption. Starting with federal agencies, Section 508 1194.24(c) of the Rehabilitation Act (29 U.S.C. 794d)指出“支持该机构任务的所有培训和信息录像和多媒体制作, regardless of format, 包含理解内容所必需的语音或其他音频信息, shall be open or closed captioned.” Beyond these federal requirements, 请注意，根据1998年辅助技术法案获得联邦资金的州也必须在一定程度上遵守第508条.

Other Closed Captioning Provisions
